Kendra J. Muller

Attorney

Kendra joined Tenant Law Group as an attorney in September 2026. Kendra focuses on providing statewide direct client services, independent consultation, tailored fact research, transparent counsel, and collaborative advocacy with tenants seeking housing justice. Kendra champions equal access to justice through community led power building, one person at a time.

Kendra holds a Juris Doctor with a concentration in health law, alongside a Bachelor of Science in neuropsychology, with a minor in business.

Before Joining Tenant Law Group, Kendra worked at Disability Rights California, where they gained expertise in fighting for civil rights through multi-pronged investigation, impact litigation, individual cases, negotiation, mediation, policy, and regulatory work. Kendra’s systemic litigation has focused on combatting anti-discrimination in large institutions, including housing, healthcare, education, transportation, carceral, and government entities. Their advocacy includes representing a multi-plaintiff public health case on behalf of unhoused individuals, LGBTQIA+ community members, and people of color living with disabilities. The lawsuit alleged federal and state civil rights violations, resulting in client favorable settlement.

Kendra has taken on a variety of international, federal, and state housing policy. They have driven meaningful progress in housing accessibility and affordability for disabled individuals through advocacy with California’s Division of the State Architect. Their work includes pushing for international humanitarian standards to be applied statewide and successfully securing updated disability and LGBTQIA+ regulations within California’s anti-discrimination statute.

Prior to entering the legal field, Kendra worked in international human rights research. In this field, they spearheaded large scale investigative efforts to hold governments accountable, formulating concrete policy interventions focused on marginalized women with disabilities who face human rights atrocities. Kendra has researched for the U.N. Commission on Disability Rights, ABA International Law resolutions, and the Global Truth Commission Index. Kendra founded the Equal Access & Disability Rights Commission using international models for anti-discrimination solutions at U.S. post-secondary institutions.

Committed to demystifying the legal field and expanding public access to civil rights advocacy, Kendra regularly speaks and teaches on disability rights and systemic legal frameworks.

Outside of work, Kendra enjoys traveling, hiking, kayaking, and volunteering for queer youth.
